About MOScholars
MOScholars is Missouri’s statewide Empowerment Scholarship Accounts Program designed to open more learning opportunities for families. Established in 2021, it offers scholarships to students with IEPs and to students from low-income households, giving families greater choice in finding the school setting that meets their child’s unique needs.

Activate Missouri is proud to serve as one of the state’s newest Educational Assistance Organizations (EAOs). As an approved EAO, we work to ensure MOScholars funding reaches the students and families who need it most. Our role is to guide families through the scholarship process, connect them with meaningful resources, and help expand educational opportunities across every region of Missouri.

How to Reserve Tax Credits
The State of Missouri allows any individual or any business to re-direct up to half of what is owed in Missouri State income tax to education. MOScholars provides scholarships, funded with tax dollars you are required to pay anyway, to qualifying families based on income and learning challenges.
When you reserve tax credits before December 31, you pre-pay part of the taxes you already owe to the State of Missouri. In return, you receive a 100% tax credit for that same amount, essentially redirecting your tax dollars to fund scholarships rather than paying them into the general tax pool.
Look at what you owed the State of Missouri last year, or estimate what you expect to owe this year. Your W-2 (boxes 16 & 17) provides helpful guidance. You may reserve up to 50% of your annual Missouri tax liability.
Click the button above to visit the Missouri State Treasurer’s website. You’ll be prompted to enter basic personal and tax information required to reserve your credits.
You can reserve up to half of what you will owe the State of Missouri for the year. This ensures your reservation aligns with allowable program limits.
Choose ActivateMO as your Educational Assistance Organization (EAO) from the dropdown menu on the Treasurer’s website.
Digitally sign the form and click Submit. Once successfully submitted, you’ll receive a confirmation email from the State of Missouri. Be sure to print or save this confirmation number.
Write a check for the full amount you reserved and mail it to:

After the Treasurer’s Office verifies your contribution, you will receive an email receipt. Save this receipt and include it with your Missouri state tax filing along with the MO-TC form.
You can access the MO-TC form using the link above or by searching “MO-TC” on the Missouri Department of Revenue website.
Reserved tax credits equal 100% of your eligible contribution and can be carried forward for up to four additional tax years. Tax credits are non-refundable, non-transferable, and cannot be sold.
